If someone internalizes racism, does that make that person inherently racist themselves?

Is someone who believes they are inferior to another race of human beings a racist person? Because this implies racism is institutionalized and racial dynamics are accepted. If someone sees it as the norm to see themselves as inferior rather than equal to another person on the abstract grounds of racial difference, doesn’t that mean that if the tables turned, they would be racist themselves?
